USCIS Expands SAVE Program to Help States Verify Voter Citizenship

New update allows states to confirm voter eligibility using only the last four digits of a Social Security number, strengthening election integrity across the nation.

Washington, D.C., 11 November 2025 – The  U.S. Citizenship and Immigration Services (USCIS) has rolled out an important update to its Systematic Alien Verification for Entitlements (SAVE) program, making it easier for states to confirm that only U.S. citizens are voting in federal elections.

Under the revised system, states can now verify a voter’s citizenship status using just the last four digits of their Social Security number (SSN), eliminating the need for full SSNs or Department of Homeland Security (DHS) identification. This update is designed to simplify the process while maintaining security and accuracy.

According to USCIS, the move supports the federal government’s broader goal of preserving the integrity of U.S. elections and reducing potential voter fraud. Federal law states that only U.S. citizens are permitted to vote in federal elections, and verification programs like SAVE play a key role in maintaining public trust in the voting process.

The change aligns with the Executive Order “Preserving and Protecting the Integrity of American Elections,” signed on March 25, 2025. This directive empowers state and federal agencies to create SAVE cases more efficiently, reducing paperwork and speeding up verification times.

USCIS reports that SAVE’s optimized platform can now process up to 150 million verification queries for voter checks, in addition to its existing workload of verifying immigration status for various benefits. As of October 2025, the agency has handled nearly 205 million total verification requests.

Currently, 26 states have partnered with USCIS to use SAVE for voter verification. The agency is encouraging other states to adopt the program, emphasizing that broader participation will help protect elections and reduce administrative delays.

USCIS stated that the enhancement is part of its ongoing effort to strengthen transparency, improve efficiency, and ensure compliance with U.S. election laws.
